Running rich but not AMM any Ideas? 200 1988

Hi everyone I just bought another 240 sedan and it is in great condition but Ive noticed that my car is running rich and my mpg is not what I would expect. Its around 12-15mpg.
The nice part is we have another 88 wagon in the family and that car is running like a top getting around 24-28 mpg.
Symptoms are the idle is a little rough but nothing terrible, exhaust smells a little rich, drives fine but as I am slowing down to a stop from anything over 30mph and put the clutch it almost stalls.
Ive switched out the AMM, the spark plugs, o2 sensor, fuel pressure regulator, took off air box, and Im stumped I dont know what else to check any ideas?
