240 doesn't always start after running 200 1993

240 wagon...I can go and start and stop 2 or 3 times and then get in and it won't start./ It started this summer and we thought it might be starter overheating...changed starters and it was great, worked fine for a month. Now it is cold ( below freezing) and I went to 2 stores and came out after the second store and it wouldn't start., Fuel pump kicks in, all dash lights come on etc...after it sets 2 hours or so it will start. The key does go way over to the left though to start it sometimes. What we did before we replaced the start was ARC it under the hood. Then I arced it to hot and pop the weld and so we had to replace the starter. Could it be the solenoid or the ignition switch in the car or what????Battery is new and cables are clean.
