I had that exact problem on my own '84 once .... 200 1984

I once had that problem on my own '84. At first I thought the linkage or cable was shot, but after pulling the glovebox out to watch the action, everything was normal. Of course, the nut (on the wiper arm) was also nice and snug, but the arm just didn't sweep.

Then I took the arm off just to watch the shaft, and it moved properly. I put the arm back on, but lifted up the wiper so it was in the upright position (not touching the glass) and it also rocked back and forth properly. Apparently, the extra "drag" or friction of sweeping the blade on the windshield was the problem, so I reexamined the attachment of the shaft to the wiper arm's base:
For some unknown reason, the splines on the arm were so worn that they were almost gone, and there was no interlocking between the shaft and the arm -- only the arm's splines were worn; the splines on the shaft were very good -- so that even with a tightened nut, the arm was slipping on the shaft.

I just bought a new arm, and everything was perfect, and has been for the last ten years!

I hope your problem is as easy to fix as mine was.

This has been an entirely separate problem. Fortunately, it's intermittant and only occurs about two or three times a year -- then clears up. Typically, I turn on the wipers, and I've lost "intermittant" -- then I know that when I shut it off, the wipers will halt immediately rather than park themselves. I shut them off eventually, and then put them on again, and everything is normal. I'm figuring that some solid state chip on some relay is doing this, but it hasn't been so bad that I have to fish through the electronics, at least not yet.
