alternator should I replace it? 200

My new 240 1991 195k, is not holding a charge on the battery My voltage at the post is less then 12 volts not the 14v it should be. Removed the alternator to have AAP test the alternator but their machine could not accept the alternator for testing. Could it be just brushess and regulator or would you replace the alternator with rebuilt one,
