Rear courtesy light 200 1989

This may be a dumb question but I can't find the answer in my owners manual. In the backside of my parking brake cover, there is a white light right above the ashtray. It has never worked since I got the car. I finally changed the bulb today and I found out that when my headlights are on, the white light stays on. There is no way to turn it off except to turn off the headlights. When I'm driving at night this is quite annoying. My questionis, is this how the light is suppose to work or is there something wrong with it? Shouldn't I be able to turn it off without turning the headlights off?
