Main fuel pump noise, rough idle, stalling. Already replaced both pumps! 900

Hello,
I have a '94 940 w/ bosch ignition. I was experiencing rough idle and no power (car would buck when I tried to move it) until the car warmed up for 10 seconds or so. The idle was always rough. The main pump was making a whirring noise. Then, I replaced both the main (high pressure) and pre (low pressure, in tank) pumps.

Now, the main pump noise is louder and the car is stalling frequently when at idle. The car seems to run fine when driving, it just cant idle or drive until it warms up for about 10-30 seconds.

Any ideas what might be going on here?
