Front Wiper Arm needs tightening...HOW?? 200 1993

The ice and snow we recently had messed up my passenger's side wiper arm. It seems it just needs to be tightened, but there is no bolt on the outside to access to tighten it up.

After examining the situation, I don't think the arm is stripped, it just needs a good tightening. Do I have to remove the glove box and tighten it from the inside?

The same thing happened on my S40, but the bolt to tighten it was on the outside under a small cap on the wiper arm, so it wasn't a problem. This however, is turning out to be something not as easy...

Anyone have any tips?
