Quick Q: Distributor Rotor should line up with notch when .... ??? 200 1993

For a 1993 240, B230F, with LH2.4 system.

[summary: I discussed my discovery that my timing belt sprockets were not all aligned properly, and the distributor was turned to compensate for this, by a previous mechanic (of the previous owner); and I'm trying to undo all this and properly set it up the right way!]

I've got a quick followup question:
Is it true, or not, that the distributor's rotor should be centered on the notch (on the lip of the housing) when the intermediate timing belt sprocket is lined up with it's mark?

On this car, the rotor is centered on the notch only when the sprocket is rotated so that it's off (counterclockwise) by one tooth (on a 38 tooth gear). And that wrong position is also exactly how the intermediate sprocket was lined up with the cam and crank sprockets when they are correctly on their marks with the old belt. So this is consistent with my distrust that after he found that he installed the belt incorrectly (re the intermediate gear), the mechanic just rotated the distributor rather than correct his belt mistake.

I am putting on a new belt, and want to line up all three sprockets correctly, so if that question is True, I should also rotate the distributor to bring them all lined up correctly.

I just want to make sure that the distributor rotor should be on its mark along with the intermediate sprocket.
