instrument cluster problems on a 740 700 1987

Hey everyone just wondering why the Instrument Cluster when i turn on the lights in the dark the Instrument Cluster doesnt turn on and all the instruments dont read anything.....but the catch is after driving it exactly 45 minutes with the heat on the intstruments light up and everything works the Instrument Clusters, transmission and the whole dash lights up. i was just wondering if my information that i was told that it can be the whole cluster of instruments, the motherboard, or on the back of the Instrument Cluster tighten the screws....but i did tighten the screws so thats out of the way. if anyone has the same problem... i rele need advice or something...

p.s. also when i mess with the dimmer of the Instrument Cluster about 1/4 away to the dimmer being off the speedo shows a mpr reading but is around 8mpr off and 600 rpm.........weir....if anyone has a clue whats wrong that would be helpful....anyone???
