ECU part number .. Jetronic 3517370 - 078? EGR? 700 1990

It seems my no start problem 740 Turbo 1990 might be the ECU.

I am getting no pulse to the injectors.

The number on the ECU unit is clearly written: Jetronic 3517370 - 078. Written clearly on an aqua colored sticker on the side of the unit.

But this is not the number that many people refer to for this unit.

Is it actually a 0280000563?

Am I not seeing the full number?

What is my part number?
And what part numbers can I replace it with? There seem to be some interchangeable.

And also how do I know if I have EGR? In USA.
