increase volume of air to driver side footwell 700 1989

We have had bricks - 240's since the '80's - but recently my wife bought a 89 745 turbo -

My wife has a 1989 745T - runs good - but here in the Great White North - she complains that her feet freeze -

Plenty of hot air blow out the dash and defrost vents when switched there - but when I put the selector on feet only - there is hot air coming out from the driver side of the centre console no diverted air to the other vents - - I'm wondering if there is a blockage -

What are other winterbound 740 owners experiencing??
