For valve/seat relations,lapping is the most I have ever had to do and have had lasting results.Only the person surveying your valves and seats can really see what is how severe the needs are.(its all about geometry)
For head surface,if a head is close to flat,then a good cleaning should be all that you need,if the head is warped,then it should be straightened by a good machinist.If all that is done to a warped head is resurfacing,then the cam journals are still warped and will lead to problems.
