Voltage Stabilizer Qs: Symptoms when it fails, normal cycle timing? 1800

Does anyone remember with certainty what the Fuel Gauge, Oil Temp, Coolant Temp instruments indicate when the Voltage Stabilizer fails and...
1. ...puts out a continuous 12V (typical failure mode), or
2. ...puts out 0V (this is probably the obvious answer of: Nuttin').

It's been a while since I encountered this situation, so I don't recall, and I'd like to add it to the article: http://sw-em.com/voltage_stabilizer.htm

Also, what is typical On vs Off cycle timing of a normally working VS? If someone has one on the bench, could power it up, time it and provide this info, I would also like to add it.
