No start after turned off for short time 700 1991

Hello,

I have had this problem for about 6 monthes & can't figure it out.
91 740 turbo wgn. M46.

If I turn the ignition off & try to re-start after 2-4 minutes the car just turns over but won't fire. Wait 3-5 minutes & it starts. This was worse when the temperature was warmer (50+ F)than when cold (0 F). The tach jumps when cranking. The computer was rebuilt by Programma in 2007. It points to vapor lock type of problem. The FAQ mentions a problem check vale in the fuel pump but turbos don't have this check valve.

Any help appreciated.
