fuel saving water additive 200 1992

i was reading about water gas saver a water injection system to save fuel by burning water vapor in the engine. i remember 20 years ago there was an engine injection system that put water vapor into to the engine in a plate between the carb and the intake manifold . Does anyone use these devices or is it a joke ???
