Instrument cluster is dead/no power 200 1987

There's no power to my instrument cluster. Nothing works. I removed the cluster to replace the odometer gear. Re-installed the cluster and nothing works. Before removing the cluster, everything worked except the odometer. I have 12.5 volts to the connector on the back of the circuit board behind the speedometer, but nothing works. No lights, nothing. Does anyone have any idea what the problem might be, or how I might troubleshoot the unit to determine the problem?
