Soft, low brake pedal on my 1994 940T 900 1994

I picked up a used 1994 940T and it has a soft brake pedal that doesn't do anything until pushed halfway down. I read up on bleeding the brakes in the FAQ and then went and bled the brakes. Still a soft pedal, so I thought it was because I didn't use a pressure bleeder. So I bled them again with a pressure bleeder and still had a soft pedal that doesn't engage the brakes until halfway to the floor.

So I decided to replace the master cylinder. I did so, bled the MC, and bled the brakes again with a pressure bleeder, again in the proper sequence. (per the FAQ) Still have a soft pedal.

Is there anything else that could be causing this problem?? Nothing I did changed anything. The car will stop fine and the brakes work well, the problem is you have to push the pedal down so far just to make them work.
