hopelessly locked steering 200 1982

Why does this always happen when it's cold???

Well, maybe it's good.. had it not been about 10 below last night, my car would have started and I'd be on my way. As it is, my car didn't start. So I tried to roll start my car all the way down the driveway (about 1/8 mile), figuring if I couldn't get her going, I'd be able to get a jump from my wifes car at the bottom of the hill. My car still didn't start.

Well.. the steering is hopelessly locked in my wifes car. It's parked at near full lock, and no matter how much we jiggle (that's a rather peaceful way to put it), the key will not turn. Maybe something is frozen from cold, or maybe it's because the steering is to the lock, maybe somethings worn, or a combination.

Any thoughts on getting the steering unlocked so we can turn the key? If I remove the steering column shroud, is there somewhere to tap that would be benificial?

Any thoughts ASAP greatly appreciated!
