'65 122 Canadian w/ B20B - Runs a bit sluggish... 120-130 1965

I am going through a process of elimination and need some pointers. Chris (agent_strangelove) has been pretty helpful but I'm still needing some help and he suggested to post on here.

Scenario:

The thing that bugs me the most right now is that I do not have tach hooked up (however I do have a 123GT tach that's going in shortly) but around 60mph in 4th gear, the car is a bit sluggish like a clogged fuel filter, but seems like it's fine (smooth) past 65mph and under 50mph (regardless where I set the timing, whether is be the 10 degrees BTDC for the B20B or the 21-23 degrees BTDC like for the B18). Any ideas what it could be? I changed the fuel filter the other night but that did not solve the issue. I checked the plugs and there is no oil on them, seem "normal", just a little bit of soot but not much. It seems to be using the original B18 distributor. Has new points and they're gapped correctly.
