Moaning when I turn the wheel 200 1989

Yeah, it sounds like my car is having carnal relations when I turn the wheel (although it goes away after a while). I opened the fluid reservoir and there is a foam on top of it -- a froth.

When I drive down the road, I hear a whistling noise similar to when you twirl a ridged plastic hose in the air and get that high pitch; sounds like it comes from the engine compartment.

One other thing. I look at the pulleys for the belts. The AC compressor pulley has two tracks; one is as shiny as if it was brand new; the other one is dusty gray. Is it possible for the PS pump to be frozen?
