mounting front license plate 900

I am new to NE and the state requires a front license plate as well as rear, however my 1994 945 turbo has no mount on the front, all that is present is two small squares shaped holes that I guess require a clip of some kind, there is no rear access as bumper is there. please advise as I do not want to get a ticket for not complying with state law.
