86 245 front seat belts no longer readily retract 200

This seems ungodly dangerous -- seat belts merely drape over the body as one careens down the interstate at 70mph. Pulling them back into the space doesn't seem to make me any more safe. Thus, I need to fix this, and I presume it just needs some kind of coil spring which just aids in the retraction of the belt.

How do I replace? What parts will work? (Other year/model Volvos from scrap yards?). My Chilton guide doesn't even cover this.
