Fan clutch behaviour? 200 1987

I am trying to figure out whether I need to replace the fan clutch. 1987 bone stock car, 65K miles. My water temperature gauge is typically just below its middle position on a warm engine. This weekend I drove 500 miles and most of the time the gauge was just in the zone, just, showing cool temperature. When I started the car cold after 2 weeks in the garage, in about 35 degrees air, the fan started spinning right away. Does your fan typically spin on a cold start? I suspect my fan clutch is frozen and spins the fan all the time.
