"We can't test this alternator!' 140-160 1969

Shortly after getting my 69 164 going it stopped charging. Has the standard SEV alternator.
This happened after about the first 2 miles I drove it - it was charging OK at first.

I looked over the regulator (electromechanical, not solid state) and it looked OK.
The engine slows slightly at idle when the brushes are connected but neither an ammeter nor a voltmeter
shows any charging being done. I checked the brushes and while worn, they are making contact.
So I took it out of the car. I also had one I got on ebay, rebuilt, for dirt cheap.
I put both of them in a box and went first to O'Reilley's Auto Parts, Advance Auto parts and Auto Zone to see if they would test them. All said they could and then when they looked up the number on their testing machines got a message saying that it must be tested on the car.

What have things come to? It shouldn't be THAT hard to test an alternator!
