b16 distributor installation and timing question 444-544

Greetings,

I'm Installing the distributor in the b16. Following the manual and I'm at 4 degrees before TDC. Put my distributor in and Supposed to rotate it so the points are just opening I guess. And my rotor should be pointing at where the #1 plug would be on the cap. Right? Well, mines not and I'm going to have to rotate it quite a bit to get it to do that. What went wrong or am I crazy or is it correct in the pic.
When I installed my oil pump, the driving gear was supposed to be at 8-10 degrees and mine was a little short of that. I was told it was no big deal, but does that make it so I have to rotate my distributor drastically?
Hopefully what I'm asking makes some kind of sense.
