95 960 fuel injectors not firing. 900 1995

I checked all the fuses and relays.fuel pump is good and getting past filter.Is there any other relays hidden under the dash that im missing.Also the fuel injectors plug ends are getting 12 volts but there not pulsing while cranking.Anybody got ideas?
