89 240 Idle rough, running rich 200 1989

Engine is idling rough and is running rich. I didn't smell any gas from the vacuum hose on the fuel pressure regulator, but my dad did smell gas from somewhere in the engine compartment at one point while it was running. The hoses all appear to be good on the FPR.

I was about to buy a new FPR and I pulled off the vacuum hose while it was running (just for the heck of it) and the idle increased and smoothed out. Should I make anything out of this? Lacking specialized pressure/vacuum guages, would the FPR be the most likely culprit for the lean running?
