Strong Vibration from 10-20mph when slowing down 200 1991

I've put about 2000 miles on my car in the last two weeks and I just learned that I have a crack in my exhaust system and I need a new fuel filter. But to me that's not explaining why my car is violently vibrating when I'm in neutral and slowing down. The vibrations are the worst from 10-20 mph. I'm not sure what's going on. I also know I'm leaking rear end fluid. I need help because I going from Florida to California soon.
