Volvo-savvy smog shops in Berkeley/Oakland area? 200

Sorry to invade this section, but there's high readership, and my visits to Berkeley revealed a 240 on nearly every block!

My daughter's 1994 California-spec 940 won't pass smog. The test-only station said "no vacuum to EGR valve". She can't find a smog-certified shop that knows Volvos. Suggestions will be much appreciated.

Members on this Board recommended Model Garage a couple of years ago for some other repairs, and she is happy with them (Thanks!), but they don't do smog.
