Tailgate won't latch. Tried search function no luck. 200 1993

Hi all, I recently picked up a 93 245, the tailgate has been replaced once upon a time, and it won't latch completely. It shuts enough to not bounce open over bumps, put if you give it a tug it opens right up without having to use the button. I haven't got into it yet, I plan to on Saturday. I do know that NONE of the electric is hooked up to the tailgate. The wires were cut when the gate was replaced. I have the harnesses to fix that problem, and was going to do that on Sat. While I'm in there is there something I should look for in regards to the latch, or is there supposed to be power to the latch to make it stay latched? Thanks in advance, this site and access to your tips and tricks was a big part of my decision to buy this car after all of the success I've had with fixing issues on my 740.
