240 Starts hard when engine is warm

My 77 240 has developed a hard starting problem when the engine is warm. If I try to start the car after it has been running it either takes a few trys or it wont start at all and it seems to be getting worse. I have replaced the fuel pump relay, the battery cables, all of the fuses, and the fuel filter since this started. It seems to me like the car isn't getting enough fuel due to an electrical problem. The external fuel pump sounds like it is weak like it isn't getting enough voltage. When I checked the voltage at the fuel pump relay with a fully chared battery I was getting around 7 volts. This dosn't seem right to me, any help would be great.
