speedometer says around 40 to 50 mph in KPII before cranking 700

It then slowly does down to 0 mph after starting the engine and then no issues until restarting next time.

Also the fuel gages is always showing approx 1/5 of a tank regardless of true level. Could the two items be related?

I was gonna swap my 91 940T cluster and see if the problem goes away. This one I had to resolder the circuit points and now is perfect. I couldn't pass smog w/o that check engine light going on and off.

you really need to have two of these types of cars to trouble shoot!
