Brake Bleeding And Rear Preasure Regulator Valve 200

1.I replaced the front and back brake line hoses on (non ABS) brake system and found that the rear drivers side pressure regulating valve was almost totally clogged with rust where the brake line connnected into it.It still bleeds slow and I'm not feeling to good about it. Can I take it off and clean it or do I have to replace it? If I need to replace it is this a Dealer item $$$ ? 2.When the book tells you to start bleeding 1.Left Rear and so on does that mean Left rear is when you are looking from the front of the car passenger side or from the rear of the car the left side is drivers side???? I know this my sound stupid but it confused me. Thanks,Charlie
