Speedometer/ odometer 200

So I got to the connector with the red, black, and blue wires and connected the volt meter. Mine didn't have a setting of 10 but it had twenty. So I set it to that. I just got a reading of zero, although it would fluctuate a little to -1.2 and then back to zero. BTW, does anyone have a way of fully getting out the instrument cluster? Do you have to take off the steering wheel.
Maybe if I left the volt meter attached for a longer drive I would begin to see some numbers and this would demonstrate that the problem would be with the signal? Any ideas?
