Temp Guage/Heater Working Oddly 200 1983

Before I place an order with IPD I thought I'd post here first to confirm my diagnosis... I have a 1983 242 DL with over 200K miles. Over the years I have replaced water pumps several times. At the last time I also installed a new, stock radiator. But I did not replace the thermostat or temp sender. I noticed immediately that the water temp gauge read lower than typical and I figured this was due to the improved cooling from the new radiator. The heater worked just as well as always.

However, the gauge is no not rising at all. It just stays pegged at the bottom of the range all the time. I also note that the heater is barely working at all now. With many miles the heater gets warm but never hot. The temp gauge never reaches the bottom of the scale.

I am thinking that I was stupid to not replace the thermostat when I did the last work and am thinking that it is my current problem. Does this seem correct? Thanks
