Alternator isn't charging, I'm stumped. 200 1988

This is in regards to my neighbor's '88 245.

The car isn't charging, for whatever reason. Brand new battery, it holds a charge well enough, but it has about 11 volts while the car is running. Also the battery light glows along with the rest of the dash lights (although the battery light is brighter then the others.)

So I did the usual checks. Looked at the tiny red wire, it's intact. Checked for continuity between either end of the battery cable, it's there. The battery indicator light in the dash is also working.

I've replaced the brush pack, made no difference. I even pulled the alternator out of the car and had it bench tested at the local parts store and it passed every test. I'm not sure what the next step is. Any ideas?
