I would look into changing the fuel pressure regulator. Overall power loss and changes in mileage can be related to this. It is suppose to enrich the mixture when vacuum drops off. Under load. failure is when they leak by to the tank all the time. Or leak into the intake when they rupture, via the vacuum hose.
The idle control motor makes the engine rev up. Its normal and means it is working. It should idle back quickly to the ECU setting.
Unless the throttle plate stop setting is to far open.
The throat area may be dirty which may not be letting it close all the way and shut enough repetitively.
A vacuum leak is always a thing to keep ruled out.
From the AMM back. Don't forget the line to the passenger vent controls and reservoir bottle. A hand pump with a gauge is good for checking the operation any devices. Or suck a lot. Hold it with your built in sensor. A tongue! That's why, real men mechanics do the "female" annotations thing. I haven't named any of my cars. I only love them a little bit! I have my reason. I might say "she", until she has a son.
As far as for the occasional miss. That is probably ignition related. I have found that wires give the most problems first. Its a four to one proposition.
Then its a toss for the cap or rotor. I clean the contact terminals as much as I can. Rotors can look fine but fail from the inside. Then its about giving up and replacing them.
