Crank shaft pulley position 900 1991

Hi all,
1991, 940SE turbo has idle issue as it idles so rough at any given temperature or other conditions that the whole car shakes badly. I tried everything listed but to no avail. The mechanic condemned engine, but I doubt it as the compression of all cylinder is within range. I was in the process of checking the timing belt if it had skipped any teeth. When I was going to install the crank pulley holder tool that is put in the pulley and tighten to the idler bolt, I noticed that the tool is off the mark and cannot be tightned as it is made to be tightened at the idler bolt. I had to rotate the pulley backward to make the tool to reach idler bolt. Please advise if something is wrong here or that is normal. I stopped opening further and will do after getting some advice this weekend.
