Bolts that hold the fan/clutch assy, belt pulley and, and water pump too long? 200

I'm at the last stages of getting my water pump job finished. All I have to do is bolt the fan/clutch flange and belt pulley to the round water pump flange.

But something I can't figure out: the (4) 10 mm bolts (x 28ish mm long) that secure the 3 items together, are too long for me to put between the back face of the clutch and the back side off the round clutch flange (when the bolt head will rest.) The length is much longer than the distance between the back face of the clutch and the back side of the round clutch flange. I can't get them started.

Do I somehow have the wrong length of bolt (10mm x 1 1/8" long) or am I overlooking something?
