Dash Buzz 700 1989

I have a 1989 740 sedan. There is a strange buzz (rather loud) behind the dashboard. It appears to happen between about 20mph and 40mph on both accel and decel. I haven't heard it at highway speeds. It sounds like a bunch of angry bees and has a strong pastic sounding buzz to it. I pulled the instr pod out, and unplugged it thinking it was in the instruments, it was not! I am still running with it out. I have been driving down the road touching pieces behind the instr panel and still haven't located it. I was even thinking relays but it sounds higher up than that.
