Part ID Help and Function 200 1983

I noticed a part that appears to be part of the fuel rail at the front of engine. It seemed odd as there is what appears to be some type of nipple with no hose connected to it. After poking around I found a loose hose that had been capped off at the end with a washer and screw.

Can someone help me understand what the part is and what it does? Also, what are the consequences of it not being connected to anything (if it is even supposed to be).

As usual I learn a ton from this site and greatly appreciate the informed input I receive!
