1991 Volvo 240 turn signal hazard trouble please help 200

1991 240
#5 fuse blows
Left directional seems to flash fine
right directional causes instrument cluster warning lights to dim with each flash I assume this is the side blowing #5 fuse.
Also hazard switch does not work unless actuated only about 25% and held there then the hazards will flash but cause the inst. cluster warning lights to dim with each flash.
I have inspected and cleaned and re assembled the trunk grounds near the tail light assemblies, also the ground behind the washer bottle and the two grounds on the left fender near the battery.
Also one right rear taillight is not working but does not seem to be the bulb or bulb holder maybe this is unrelated to the directional which seems to only be related to the right side.
Any help will be greatly appreciated. Thank you in advance.
