Why did the rocker panel rust here? 200 1987

If you're concerned about long term follow Volvo from Heck's advice and pull the carpet & the plugs to flush out the rockers. The drail holes get plugged and debris works it way down from the cowl.

I've seen them rust in various spots: my 89 has a hole in the pass-side rear at the rear jamb; my 90 has one rust hole on the front of the pass side; etc. When I get a 240 I want to keep I pull the interior & carpet, flush it and seal any beginning leaks. Sometimes leaks (rust) start(s) along the inside seam and that destroys the floor.
