gas mileage?? advice, please 200 1993

Have never owned as foreign car before, bought 93 240 sedan, 4 spd auto, 220k with idea of having a weapon against $4-5 gas when it returns. Am disappointed--so far, only get 23-24.7 mpg--I get 20-25 with my 94 Caprice with lots more room, quiet, power. Car has new plugs, wires, cap, rotor, no check engine light or obvious faults---seems to perform well. I purposely try to take it easy with it---do these cars get better mileage than this, or was I mistaken about them being a 27-29 mpg car? If not, any ideas on how to improve mileage? Thanks for any help.
