No power to Seat Heaters 900 1995

Sometime between last winter and this winter both seat heaters in my '95 940T stopped working. I recently had some time so I went out and took the console off and used my voltmeter to see if there was any power coming into the switches and there was none.

Why would this be ?

It's not clear from my fuse descriptions as to which fuse is responsible for those seat heaters. Does anyone know which fuse those things are on ?

If the fuse isn't the problem what else should I look at ?

I read the 700/900 FAQ on the subject. It didn't talk about what to look at if there was no power coming into the switches (except the fuse(s))

Thanks
