Can I install Control arm Poly Bushing's without iner sleeve ? 700 1991

Hi Ya'll
Sort of a dumb question, I ordered the "individual" bushings from IPD at $3.93 (Each), they don't come with the sleeve nor do do they sell them by it self. When I tighten the bolt, the washer seems to squeeze it to fit ok ?? just thought I'd ask if anyone did it this way. Should I find and install the sleeves.
