Help I need electrical advice so I don't have to change another Heater core -10hrs 700 1991


My 91 74T wgn M46, has a too high voltage tested from battery to coolant (0.4VDC). This is 4 times the max. recommended.
- I have brand new coolant. High silicate type.
-I have pulled every fuse but the 2 required for the car to run.
-I have run a 14 gauge ground strap directly from the battery to the injectors grounds.
-All grounds in engine compartment & foot wells are clean & greased w/ dielectric grease.
-Resistance battery to #1 terminal on AMM connector is 0.3 ohms, DVM leads shorted are 0.2 ohms.
- Only problem I notice is the bulb sensor is virtually always on. It flashes when the turn signal is activated.

I am going to find a new bulb sensor & check the grounds at the relay tray.
