Sluggish, but Smooth, When Cold 200 1986

I feel like this should be an easy one, but I couldn't find anything like it in the archives.

While the car is cold, say the first 8-10 minutes of driving, it is sluggish, won’t take up throttle under load. As far as I can tell, the duration of the symptom does vary with the initial temperature of the block when the car is started (shorter when warm, none when hot). It feels as though the timing is way off. It’s very apparent when I merge onto the highway with the throttle planted up against the transmission kickdown point and it struggles to maintain speed. Right about the time temp gauge comes up to and just past nine o’clock (TCB has been removed), the car will take off and accelerate with its usual anemic power. The difference is literally like a switch has been tripped. There are no other driveabilty problems save for the odd miss during cold idle.

Car is an ’86 244, AW70, recent FPR, cap/rotor, wires, plugs, air filter, flame trap, etc. Also the engine wiring harness was replaced a few years back.
