Turn Signals Don't Flash 900 1996

My turn signals both come on but don’t flash. As suggested by other posts, I replaced the bulbs thinking the two lead contacts may have shorted out the system. The old bulbs did not appear to have fused together, but I replaced them anyway. Still, the problem persists intermittently. When the dash light indicator arrows are both on, I can sometimes get them to go off by flicking the turn signal lever forward to engage the bright lights. I have also been able to get them to go off momentarily by turning the headlights on.

What can I do to fix this problem? Should I replace the hazard light flasher switch? I found one at FCP Groton for $105.00. Could the problem be connected with the alarm system relay? The red alarm light on the dash no longer blinks. Also, maybe only coincidentally, my battery drains when the car has not been driven for about a week. Is there a systematic way to diagnosis the cause of this problem?
