small gauge (tach, volts) lights? 200 1991

hi everyone, just bought by first volvo ('91 244 with sunroof and 5 speed) and as i was driving home tonight I noticed that there seemed to be very little illumination on the dash, other than the main lights illuminating the speedometer, big clock, temp/fuel gauges. what else is supposed to light up? i have a small tach and a small voltometer but neither of these are lighting up—should they be?

one other quick question: when is the "courtesy light" and the rear passenger seat belt light supposed to come on?
